Multiple-time champions earn top seeds for 2021 PBA Players Championship regional stepladders, but 25 TV finalists include 11 non-champions, 5 TV rookies

There should be no surprise that after 28 games on four PBA lane patterns, multiple-time PBA Tour champions earned the top seeds for the five regional stepladder finals of the 2021 PBA Tour Players Championship.
But I also wouldn’t be surprised that the 25 stepladder spots include 11 non-winners and five players making their PBA Tour TV debuts: There always are talented players emerging on the PBA Tour and it’s certainly possible to get hot and ride a wave of momentum for two days....
