Citing Wisconsin law, the United States Bowling Congress has declined to move forward Robert Rowe III’s proposed legislation that would take authority for USBC Open Championships rules out of the hands of USBC staff and put it into the hands of a committee of tournament champions (from any division), subject to approval of delegates at the USBC Annual Meeting.
