Update July 25, 2019:
As I theorized in my original story that was published Tuesday (below this update), big changes are coming to United States Bowling Congress Youth membership, the Junior Gold Championships and other tournaments that involve youth bowlers.
The biggest difference from what I wrote is that almost all of the changes will start with the 2020-21 season, rather than 2019-20.

The most important change is that USBC youth membership moves to a maximum age of 18, with a player required to be 17 or younger at the Aug. 1 start of a season. And the Junior Gold and other tournament changes stem from the youth membership age change.
