The ROW (Eldorado Resorts, Silver Legacy and Circus Circus Reno) has sent a letter to the Reno-Sparks Convention and Visitors Authority that gets right to it in the second sentence:&nbsp;&ldquo;This letter is written to express the ROW&rsquo;s opposition to P3 Partners...

The ROW (Eldorado, Silver Legacy and Circus Circus Reno) sent a letter to the RSCVA stating: “This letter is written to express the ROW’s opposition to P3 Partners proposal to alter the operations, management, marketing, promotion, booking and use of the Reno Events Center and National Bowling Stadium.”
